Yes, the ECB, until it was forced to bend in the Greek crisis, has been excellent. The success of the euro has been the proof.

Then we can consider the Greek crisis as the first and real impasse for the European Central Bank.

The ECB is no longer as independent as it was, its rate policy will now reflect wider economic needs that the simple inflation mandate of its charter. The ECB charter did not protect it when the first crisis struck, and it will not work in the future. The structural changes necessary in Europe to surmount (if indeed that is possible) this crisis will insure lower EMU economic growth over the next five years at least. Lower growth and lower interest rates will keep the euro weak.
How did the Euro co-existed with other majors currencies in the past?

The story is in the trading rates. The ECB inflation focus, inherited and stiffened by the German Bundesbank, enabled it to dominate the decade. It gained against every major currency. The crisis has brought the ECB back to earth and the euro as well.

Do you believe the Euro will reach parity with the Pound? Any option that UK become an Eurozone member?

I do not think the sterling and the euro will reach parity. The euro would currently have to rise to 1.4800 versus the dollar to be at parity with the sterling or the sterling would have to fall to 1.2600, neither is likely. The UK will not enter the EMU.

But the ECB is forced by law to control the Euro's stability as well as the inflation in the EMU, not the growth. Do you suggest this should be changed?

Yes, the inflation mandate did limit the ECB effectiveness in the Greek crisis. Compare it with the near limitless activity of the US Federal Reserve in 2008 and 2009. The changes are already in train forced by the Greek crisis and demanded by the EU leadership. In reality the ECB independence and forcefulness against inflation of this past decade has been an anomaly. Central banks do not exist outside their political environment.

Jacek Yerka is a 55 year old Polish artist who decided to take on the artistic route early on. Born within an art-oriented family - both his parents attended the Fine Arts Academy - he was surrounded by materials that captivated his interest in drawing and painting throughout his entire childhood. His sole memories from childhood are of sketches, the smell of paint, ink, paper and brushes.

Even before he made his parents legacy official and opted for a career at the Academy, Yerka paved his way as a self-taught artist. Deeply influenced by his parents and by the painting trends of the time - from Impressionism to abstract painting - he was inspired by Cézanne and Klee.

For the second time this week, medical experts have issued revised guidelines for women’s cancer screenings. On Monday, the U.S. Preventive Services Task Force advised that women wait until age 50 to begin mammography screening, after which they should be checked every other year instead of annually as the previously established guidelines recommended. And on Friday, the American College of Obstetricians and Gynecologists (ACOG) issued revised guidelines for cervical cancer screening, recommending that women in the U.S. wait until age 21 to have their first Pap test and follow-up testing every two to three years depending on a woman’s age—revisions the ACOG says are based on studies that suggest earlier and more frequent testing causes more harm than good.

The Pap test has been used for more than 50 years to find changes in the cells of the cervix that could lead to cancer. Prior recommendations called for cervical cancer screening to begin three years after a woman became sexually active or by age 21, whichever came first, with annual follow-up testing. But under the new ACOG guidelines, women should get their first Pap test at age 21, regardless of the onset of intercourse, with re-testing once every two years until age 30. Women 30 and older who’ve had three consecutive negative tests and no abnormal history should be re-screened only once every three years. Guidelines for older women remain unchanged. After no abnormal Pap result for 10 years and three or more negative results consecutively, women can stop the test at age 65 or 70.

“We really felt that the downsides of more frequent screening outweighed any benefits,” said Dr. Alan G. Waxman, a professor of obstetrics and gynecology at the University of New Mexico, who drafted the new guidelines. “More testing is not always more intelligent testing.” Waxman explains that while the rate of infection with human papillomavirus (HPV), which can cause cervical cancer, is high in sexually active teens, the immune system of younger women typically clears HPV within one or two years. He added that recent research has shown that procedures to remove precancerous tissue weaken the cervix, increasing the risk of preterm birth.

Dr. Jennifer Milosavijevic, a specialist in obstetrics and gynecology at Henry Ford Health System in Detroit, supports the guideline changes. “Women do not get cervical cancer first. They acquire HPV, the sexually transmitted virus that causes precancerous abnormalities of the cervix and cervical cancer. It takes years to progress from an HPV-infection to full-blown cervical cancer,” Milosavijevic said. “These new guidelines will allow us to avoid doing unnecessary procedures on the sexually active adolescent female.”

According to FDA spokeswoman Rita Chappelle, the court has given the FDA 30 days to allow nonprescription use of Plan B for 17-year-olds whereas the 2006 decision had allowed for behind-the-counter sales to only those age 18 and older who show proof of age. Girls under the age of 18 were required to obtain a prescription for the drug. The FDA has received the court's opinion, and is currently reviewing it.

In 2003, Barr Pharmaceuticals, manufacturer of Plan B, asked the FDA to allow the drug to be sold without a prescription and to have no age requirements for its access. Teva Pharmaceutical Industries Ltd recently acquired the company and Denise Bradley, a spokeswoman for Teva, remarked, “While we did not file the Citizens' Petition, the company believes that timely access to Plan B is extremely important, as the sooner Plan B is taken the more effective it is. We will work closely with the FDA to ensure that all provisions of this decision are met.” Company officials as well as advocates believe that it is critical to offer easy access of Plan B to young women for the prevention of unwanted pregnancies.

The Sterling has found support against the Greenback after falling around 150 pips from 1.6150 in the early European morning to reach 1.5985 in the last hour. GBP/USD has bounced at this level and it has begun to rise back to trade above 1.6050 level. Currently the pair is moving around 1.6035/45, 0.35% below today's opening price action at 1.6080.

Resistance lies at 1.6241 (Jan4 high), 1.6411 (Dec 16 high), 1.6878 (Nov16 high) and 1.7043 (Aug high). The strongest correlates over the past two months for GBP/USD have been the DXY (negative), EUR/USD (positive), the S&P (positive) and crude oil (positive).”

The Kshitij Consultancy Service Team affirms: “Cable has fallen sharply during the day. It is likely to fall further towards 1.5850 over the next couple of days. The 200-DMA having been breached, the pair may come down after some sideways movement towards the 55-week MA (1.5659). The sideways range that we are looking at is a broad 1.5850-1.6250. American teens believe that smoking cigarettes is riskier than using illicit drugs or binge drinking, a new government report shows.

That perception may increase the likelihood that they’ll experiment with alcohol or illegal substances, the report authors said.

“We are on the right track with cigarette smoking and need to keep raising awareness among teens about the dangers of other substances,” Pamela S. Hyde, administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA), said in a news release from the agency. “Understanding that perception of harm is a strong predictor of potential substance use among young people can help guide the development of substance prevention messages.”

Responses from 44,979 adolescents, aged 12-17, who took part in the 2007 and 2008 SAMHSA National Survey on Drug Use and Health showed that teens’ perception of cigarette-related risk was constant among all groups, but there was considerable age- and gender-related variation in perception of risk associated with other types of substances.

Among the key findings:

Nearly 70 percent of all respondents believed smoking one or more packs of cigarettes per day posed a major health risk.
Only 40 percent of participants believed binge drinking (having five or more drinks of alcohol once or twice a week) posed a major risk, and only 34.2 percent thought smoking marijuana once a month posed a major risk. Using cocaine once a month was seen as highly risky by 49.7 percent of the adolescents, while 50.9 percent believed using LSD once or twice a month was highly risky.
Girls were more likely than boys to associate great risk with smoking one or more packs of cigarettes a day, having five or more drinks of alcohol once or twice a week, and smoking marijuana once a month.
Boys were more likely than girls to perceive great risk from trying heroin once or twice.

According to Alex Rudolph, technical analyst at Commerzbank, a break above 90.35 is unlikely: "A, for Friday not expected, break above it will have the current December 90.78 high point in view."

Milk thistle has come back into popularity recently due to reports that the people suffering from diseases of the liver can benefit from the supplement and the possibility of a positive influence on preventing or stabilizing type-2 diabetes; both of which have not been 100 percent confirmed. Milk thistle traditionally has been used as a way to naturally protect the liver and help it detoxify and is still recommended as a precautionary supplement today.

Consumer Lab reports that most of the milk thistle supplements they tested did not contain the amount of silymarin that was advertised or recommended. The problem, however, may lie in the distribution of two distinct (one is more expensive) grades of silymarin. The Vice President of Research at Consumer Lab, Dr. William Obermeyer, thinks that this distinction may be the cause of altered levels of silymarin that are not actually in the supplement because the lower-grade silymarin is passed by a test that flies under the radar of the FDA. Consumer Lab and other legitimate pharmaceutical labs tend to use the specific HPLC (high performance liquid chromatography) method to test the safety and accuracy of the purported components inside supplements and extracts.

The dollar made modest gains against most major rivals in Asian trading Friday, but stuck to relatively narrow ranges ahead of key U.S. jobs data later in the session.

Economists expect the jobless rate to remain at a 26-year high of 10.2% in November, with 100,000 nonfarm payrolls lost. It would be the fewest jobs lost since January 2008.

On a wider perspective, Nicole Elliott, senior technical analyst at Mizuho Corporate Bank sees the Euro on a bullish pattern which could lead towards a re-test of 1.7045 year high: "Working in a sort of ‘flag’ since November, a continuation pattern that should lead to a re-test of this year’s high at 1.7044. It is not overbought though bullish momentum is not as strong as some might like."

Dollar recovery from 84.80 low on November 26 has extended to levels right below 88.00 during Thursday's Asian session, testing the lower band of 87.90/88.20 key resistance area. according to Alex Rudolph, technical analyst at Commerzbank.

In case of confirmation above 88.20, the Dollar next target would be 89.18/66 area, says Rudolph: "Our anticipated recovery to 87.91/88.20 is in the making with the lower level having now been reached. Once it and 88.20 have given way though, the 89.18/89.66 area (Nov. 2 low and downtrend) will be targeted."

On the downside, Rudolph points out to 84.80 support: "We look for an attempt to base at 84.80/00. Below 84.00 would target the major psychological 80.00 region."

A new cancer treatment may be as easy as inserting a small disk to help blast tumors away. A new cancer vaccine, which is delivered by a fingernail-size implant, eliminated melanoma tumors in a study done in mice. This new treatment method uses disks that are approximately 8.5 millimeters in diameter and are loaded with tumor-specific antigens. The disk are implanted just under the skin to help reprogram the immune system to help attack tumors, since cancer cells are very good at evading the immune system because the body does not recognize them as “foreign.”

The scientists from Harvard University, who developed this new implant, predicted that it would be more effective and easier to use than other cancer vaccines that are currently undergoing clinical trails. This idea of using a vaccine to create an immune attack against a tumor is not a new one and there are also several other versions currently in clinical trials. However, most of the these other studies look at removing immune cells from the body, then reprogramming them to recognize the individual’s cancer and then returning them to help fight the cancer. However, more than 90 percent of the re-injected cells have died before they even had any effect in the experiments.

David J. Mooney, who is a bioengineering professor, said, “Inserted anywhere under the skin—much like the implantable contraceptives that can be placed in a woman’s arm—the implants activate an immune response that destroys tumor cells.”

The new disks release cytokines, which are considered powerful recruiters of immune system messengers that are called dendritic cells. These types of cells are able to enter the implant, where they will be exposed to antigens specific to the type of tumor that is being targeted in the particular person. Then, the dendritic will “report” to the nearby lymph nodes, where they will tell the immune system T cells to seek out and destroy the tumor cells.

The researchers noted that because this new method targets only the tumor cells, there is no damage done to the healthy tissue like there is with chemotherapy. They are also hoping that since this does not damage the healthy tissue that this technique might produce long-term resistance, reducing the chance of relapse.

GBP/USD: Reversal ahead of 1.6745/65 means that rally is over - Commerzbank

The Pound is trading in a range around 1.6300 after its 390 pips sell-off seen last Friday, which ,according to Karen Jones, technical analyst at Commerzbank, slammed the Pound's two-weeks long rally.

Market is now back under bearish pressure, according to Jones, with next support at 1.6200: "GBP/USD’s large key day reversal ahead of 1.6745/65 implies that the 2 week rally is over and the market is back under pressure in its range. We have interim support at 1.6200, 1.6115/1.6085 and failure here should be enough to refocus attention on to the 1.5690/1.5710 support."

On the upside Jones points out to 1.6745/70 to hold potential rallies: "Key short term resistance remains 1.6745/70, the June and September high and Fibonacci retracement – we look for this to hold the initial test. Above here would introduce scope to 1.7040/50."

EUR/USD could reach 1.7500; oil $200 by early 2010 - Kim Cramer

The Euro has remained trading on a steady upside trend from levels below 1.2500 in March to reach 1.5000 in October, and, according to Kim Cramer Larson, technical analyst at Financial Trend Analysis the uptrend is not any close to its top.

European markets advance after upbeat earnings; Pound collapses on GDP contraction

European markets are going through gains on Friday as an string of upbeat corporate earnings report has buoyed investors' sentiment. In Forex markets the Pound has collapsed after an unexpected contraction in UK GDP.

Eurostoxx 50 Index rises 1.05%, German DAX Index adds another 1.05% and the French CAC Index advances 1.1%. In the UK, the FTSE Index rises 1.0%.

On the macroeconomic domain the shock of the session has been the unexpected 0.4% decline in UK GDP, which, according to preliminary data makes the sixth consecutive negative quarter, the largest recession period on record.

Sterling plunges, euro back to highs

GBP/USD has dropped almost 300 pips after GDP figures were released, as the pair has dropped from from 1.6685, fresh 6-weeks high to a session low at 1.6410 where the Pound is attempting to set a bottom.

EUR/USD remains on the upside after having bounced at 1,4990 on early European session, and the pair advances around 1.5050, with year high at 1.5060 on sight.

USD/JPY uptrend from Tuesday's low at 90.05 has extended during European session as the pair broke above 91.70 to hit a fresh one-month high at 91.90, before easing back to 91.70 area at the moment of writing.

EUR/USD: Euro returns upwards and approaches 1.5060 high

Euro retreat from 1.5060 high has found support at 1.4990 on early European session and the Euro bounced, reaching back to 1.5050 with 14-month high at 1.5060 on sight.

Next resistance area, at the moment, lies at 1.5060 (session high), and above here, 1.5085 (Aug 11 08 high) and 1.5100. On the downside, support levels at 1.4990/00 (session low/ oct 20 high), and below here 1.4975 and 1.4940 (Oct 22low).

According to Per Enk karlson technical analyst at Advantage Financial GMBH, the Euro remains bullish while above 1.4920: "No clear break out above 1.50 as we were looking for, still bullish above 1.4920 with next resistance level now up at 1.5284."

The Pound continues rallying on the back of BoE minutes and, after having confirmed above 1.6500, the Pound has reached 1.6590, right below 1.6600. The Pound has broken 1.6435 Fibonacci resistance and, according to Karen Jones, technical analyst at Commerzbank, targets 1.6745/70.

EUR/USD: Euro recovery, capped at 1.4965 level

Euro recovery from 1.4880 support area has been capped at 1.4965 resistance (Oct 15 and 16 high), ad the Euro has eased to levels around 1.4935 at the moment of writing.

On a wider perspective, decline from 1.4995 high yesterday is corrective in nature, according to Stoyan Mihaylov, technical analyst at Deltastock.com: "Although there was a downward attempt, bottoming at 1.4883, the pattern below 1.4993 seems rather corrective in nature and our target at 1.5104 remains unchanged. Crucial on the downside is 1.4828 support."

Euro-Zone Trade Balance Swings To Deficit In Aug

The euro zone's trade balance swung to a larger-than-expected deficit in August from a surplus in July after exports plunged to their lowest level for four-and-a-half years, data released by the European Union's statistics agency Eurostat showed Friday.

Non-seasonally adjusted figures showed the 16 countries that share the euro posted a combined trade deficit of EUR4.0 billion in August following a revised seven-year-high surplus of EUR12.3 billion in July, marking the first deficit since February.

Economists were expecting a EUR0.3 billion deficit in August, according to a Dow Jones Newswires survey of economists last week.

USD/JPY: Dollar breaks above 91.0

The Dollar has climbed further during the European trading time breaking above 91.00 to extend rally from 88.80 low in October 14 to session low at 91.30 so far.

Current rally is corrective in nature, and according to Nicole Elliott, senior technical analyst at Mizuho Corporate Bank, the pair coud be capped around 91.75: "Undoubtedly a corrective move, but it suggests we will hold above 88.00 for the rest of this month. We still feel we shall form an interim high somewhere below first Fibonacci retracement at 91.75."

Resistance levels, according to Elliott, lie at 91.55/75 and, above here 92.10 and 92.55. On the downside support lecvels lie at 90-50, and below here, 90.25 and 90.00.

GBP/USD: Pound resumes rally; Back to 1.6370

After a moderate setback to 1.6250 session low on early European session, the Pound has bounced up and broke back above 1.6300 to reach levelsd around 1.6370 at the moment of writing, approaching session high at 1.6400.

At the moment immediate resistance lies at 1.6400 seession high, and above here, 1.6425 and 1.6465. On the downside, support levels, below 1.6300, lie at 1.6250/60 (Intra-day low/Oct 16 low), and then 1.6210 and 1.6155.

On a longer perspective, Karen Jones, technical analyst at Commerzbank sees the Pound on a strong bullish tone on its way to 1.6465 and possibly higher: "GBP/USD rally has been stronger than we would have liked and has eroded the neckline for the top pattern we were watching – this calls into question the top pattern and implies a deeper retracement to the 1.6465 resistance and possibly the 1.6745/65 will be seen."

Forex: GBP/USD: Pound bounces at 1.5860, back to range :-

Pound's attempt to break lower has hold at 1.5860 intra-week low, and the pair has returned to the previous trading range, between 1.5880 and 1.5940. At the moment of writing, the Sterling trades at 1.5915.
However, the Pound remains weak with intra-day and hourly studies negative, according to Liviu Flessar, technical analyst at InnerFX: "Both short-term and intra-day studies are negative and a short-term change in momentum would be signaled only by breaking above 1.6100/30. Downside is favored for now."
Support levels lie at 1.5800 (Jun low/Oct 2 low)) and below there, 1.5770 (Sept 28 low) and 1.5755. On the upside, resistance levels lie at 1.5945/55 (session high/Oct 2 high), and above here, 1.6000 and 1.6050 (Oct 6 high).

The USD/JPY fell for a third day to 88.76 after touching a low at 88.65 :-

The USD climbed for a fifth day versus the GBP as a Federal Reserve official said the central bank may start increasing interest rates “sooner rather than later,” which boosted demand for U.S. assets. The USD climbed against 14 of its 16 major counterparts after Kansas City Fed President Thomas Hoenig said yesterday that raising interest rates wouldn’t derail the U.S. economic recovery. Yesterday Hoenig’s comments came after the RBA increased its main interest rates since the start of the global financial crises as the first country of the Group of 20. Anyways, the European central banks are expected to let their interest rates unchanged. The GBP/USD fell for a fifth day to 1.5905 and touched its lowest price during the October at 1.5805.
The JPY fell as Japan’s Nikkei 225 Stock Average climbed 1.3 percent and the MSCI Asia Pacific Index of regional shares advanced 1.5 percent. The EUR/USD fell a little back to 1.4709 after reaching its high at 1.4762 yesterday. The USD/JPY fell for a third day to 88.76 after touching a low at 88.65.

The economic growth is on the move again and some tangible results should be seen shortly. Inventories are being implemented and production is increasing. Spending will improve, along with commodity prices, supported by the world economic recovery. In August, car sales have moved up more than 50% year-on-year in China, India and Brazil. The housing market should continue to show the way in the United States. Housing starts rose 1.5% in August, while existing home sales declined 2.5%, but they remained well above the low registered in November. In effect, during last week FOMC¡¦s meeting, the Fed appeared more optimistic about the economic growth, albeit activity should remain subdued for some time. Durable good orders fell 2.4% (+0.5%) in August, after having increased 4.8% in July. Orders are up overall for the quarter, capital goods orders (excluding aircraft and defense) increased almost 9.0% annualized over the three months, but activity is not strong enough to relief the unemployment rate from the bottom yet. As a result, rates will remain low for now and an exit strategy will be implemented as soon as the economics¡¦ turnaround becomes sustained. The Federal Reserve postponed the timeline for the purchase of mortgage-backed and agency debt to the end of the first quarter of 2010. However, current recovery should be mild, since recapitalization is still in process. The huge deficit will weight on U.S. growth and limit the American economic potential. FDIC likely will require banks to prepay $36 billion fees to replenish deposit insurance fund

WASHINGTON (AP) -- Looking to shore up the diminishing fund that insures bank deposits, the FDIC may take the unprecedented step of requiring banks to prepay three years' worth of premiums: about $36 billion.
The insurance fund has been sapped by billions from a rash of bank failures that began in mid-2008. The board of the Federal Deposit Insurance Corp. likely will call for "prepaid" bank insurance premiums at its public meeting Tuesday to discuss the issue, three industry executives and a government official said. The banking industry prefers that option over a special emergency fee -- which would be the second this year.
The executives and the official spoke on condition of anonymity Monday because the decision had yet to be made public.
It would be the first time the FDIC has required prepaid insurance fees. Under the plan, banks would have to pay in advance their insurance premiums for 2010-2012, bringing in about $12 billion for each of the three years, two of the executives said. That is the normal amount of insurance fees, though it could vary somewhat according to growth in total insured deposits -- the basis for determining the fees.
Off the table, at least for now, are the options of tapping the agency's $500 billion credit line with the Treasury Department and the agency borrowing billions of dollars from healthy banks by issuing its own debt, the industry executives and the government official said.
A spokesman for the FDIC declined to comment Monday afternoon.
FDIC Chairman Sheila Bair said earlier this month that she was "considering all options, including borrowing from Treasury," to replenish the insurance fund. Yet she is generally perceived as considering that the most unpalatable approach.
